DSM to reorganize Geleen (Netherlands) production site to boost its performance
Today DSM announced the initial results of its "Copernicus" project, which is aimed at boosting the efficiency and effectiveness of the company's manufacturing activities at the Chemelot site in Geleen (Netherlands). In the next two years DSM aims to cut costs by more than E 50 million per year. At the same time, the restructuring operation will lead to a further improvement of the site's performance in the field of manufacturing, safety and environmental protection. The project is expected to lead to the loss of around 500 jobs in support services and manufacturing staff departments. Copernicus will have no consequences for the shift workers at the site. DSM will also investigate whether a number of services can be outsourced.
The reorganization comprises the support services and manufacturing staff departments of DSM at the Geleen site. The organization thereof is currently too diverse and too fragmented, resulting in high costs, unnecessary dilution of manufacturing expertise and a lack of competitive strength of the DSM units concerned. Through the Copernicus project DSM aims to secure a healthy future for the DSM activities at the Chemelot site.
New organization
DSM's future manufacturing organization in Geleen will consist of two closely interacting parts: the manufacturing plants of the various business groups and the DSM Manufacturing Center. The plants will focus exclusively on their core task: day-to-day production. The shared competences needed by the plants will be concentrated at the Manufacturing Center. These include expertise in the field of maintenance and turnarounds, large and small capital projects, process engineering and safety, health and the environment. The DSM Manufacturing Center will support the plants in achieving their production objectives, monitor compliance in the field of safety, health and the environment and give shape to the external relationships (a.o. for purchasing and permits).
Development of Chemelot site
A separate "Landlord" organization is to be set up, which will be responsible for the further development of the site. The organization will own the land of the Chemelot site as well as the basic infrastructure and services needed to operate the site. Besides managing the site, this organization will have the important task to attract new activities.
Consequences
As a result of the reorganization, the majority of the activities of the current plant staff departments and the DSM Industrial Services unit will be divided. The activities will partly be accommodated at the Manufacturing Center and the plant staff departments and partly at other companies at the site, including SABIC. In total, about 500 jobs are expected to go. In addition, DSM will investigate the possibility of outsourcing a number of services. Copernicus will have no consequences for the shift workers at the site.
Social plan
Together with the trade unions DSM is working on a social plan, starting from the premise that there will be no collective layoffs, that the people affected will be supported in moving to a new job as much as possible and that the possibilities of an early retirement scheme based on the existing pre-pension scheme will be explored.
Planning
The initial results of "Copernicus" were presented to the DSM Limburg works council today. The works council will give its advice on this. The plan will be elaborated and detailed, divided into two phases. It is expected that DSM will make a start with the implementation of the first phase of Copernicus before the summer holidays. The detailing and fine-tuning of the plan will take at least the rest of the year.
Chemelot site
Chemelot is the name of the large chemical industrial complex situated around the intersection of the A2 and A76 motorways at Geleen in the south of the Netherlands (province of Limburg). The harbour of Stein is also a part of the Chemelot site. The Chemelot complex is one of the largest integrated industrial sites in the Netherlands. It measures about 800 hectares and comprises about sixty chemical plants, plus a large number of office buildings, laboratories, warehouses and workshops. Most of the plants and other buildings are owned by the site users: the companies that are based at the site and have their operations there. The two largest site users are DSM and SABIC. The DSM Research Campus in Geleen is also located at the site.
DSM's Limburg-based operations employ about 5,100 people, about 2,400 of whom work at the Chemelot site in manufacturing operations and in service units that support these operations.

DSM gaat productielocatie Geleen reorganiseren om daarmee prestaties verder te verbeteren
Vandaag heeft DSM de eerste resultaten van het project "Copernicus" bekend gemaakt. Het project heeft tot doel de DSM productieactiviteiten op de locatie Chemelot in Geleen efficiënter en effectiever uit te voeren. In de komende twee jaar zal meer dan E 50 miljoen aan kosten per jaar bespaard moeten worden. Tegelijk zal de herstructurering leiden tot een verdere verbetering van de prestaties op het gebied van productie, veiligheid en milieu. Door dit project zullen in de komende twee jaar naar verwachting omstreeks 500 arbeidsplaatsen vervallen in ondersteunende diensten en productie stafafdelingen. Voor de continudienst heeft Copernicus geen gevolgen. DSM gaat ook onderzoeken of een aantal serviceactiviteiten kan worden uitbesteed.
De reorganisatie omvat de ondersteunende diensten en productie stafafdelingen van DSM op de locatie Geleen. Op dit moment is de organisatie daarvan te divers en versnipperd. Dit leidt onder meer tot hoge kosten, onnodige verdunning van expertise voor productie en een onvoldoende concurrentiepositie van de betreffende DSM-onderdelen. Met de voorgenomen herstructurering wil DSM een gezonde toekomst voor de DSM-activiteiten op de locatie Chemelot veiligstellen.
Nieuwe organisatie
De productieorganisatie van DSM in Geleen zal uit twee nauw samenwerkende delen gaan bestaan: de fabrieken van de diverse business groepen en het DSM Manufacturing Center. De fabrieken zullen zich zuiver richten op hun kerntaak: de dagelijkse productie. In het Manufacturing Center worden de gezamenlijke competenties die de fabrieken nodig hebben gebundeld. Het gaat dan bijvoorbeeld om expertise op het gebied van (groot) onderhoud, grote en kleine projecten, procestechniek en veiligheid, gezondheid en milieu. Het DSM Manufacturing Center gaat de fabrieken ondersteunen om hun productiedoelen te bereiken, bewaakt de naleving van de veiligheid-, gezondheid- en milieuregels en geeft vorm aan de externe relaties (o.a. voor inkoop en vergunningen).
Ontwikkelen van de locatie Chemelot
Er zal een aparte organisatie-eenheid worden opgericht, de zogenaamde "Landlord", verantwoordelijk voor de verdere ontwikkeling van de locatie Chemelot. Hierin worden o.a. het eigendom van de grond van de locatie, inclusief de voor exploitatie benodigde basisinfrastructuur en diensten ondergebracht. Naast het beheer van de locatie krijgt deze organisatie de belangrijke taak om nieuwe activiteiten aan te trekken.
Consequenties
Door het invoeren van de nieuwe organisatie wordt het grootste deel van de huidige stafafdelingen van de fabrieken en de afdeling DSM Industrial Services herverdeeld. De activiteiten zullen ten dele in het Manufacturing Center en de stafafdelingen van de fabrieken worden opgenomen en ten dele worden zij ondergebracht bij andere bedrijven op de locatie Chemelot, waaronder Sabic.
In totaal vervallen naar verwachting omstreeks 500 arbeidsplaatsen. DSM gaat tevens onderzoeken of een aantal serviceactiviteiten kan worden uitbesteed. Voor de continudienst heeft Copernicus geen gevolgen.
Sociaal plan
DSM werkt samen met de vakbonden aan een sociaal plan. Hierbij zijn de uitgangspunten dat géén collectief gedwongen ontslag zal plaatsvinden, dat mensen zoveel mogelijk "van werk naar werk" begeleid worden en dat de mogelijkheden van een vervroegde vertrekregeling op basis van de bestaande prépensioenregeling worden bekeken.
Planning
De eerste resultaten van "Copernicus" zijn vandaag aan de Groepsondernemingsraad (GOR) aangeboden. De GOR zal hierover advies uitbrengen. Het plan zal verder uitgewerkt worden verdeeld over twee fasen. Naar verwachting zal voor de zomervakantie met de implementatie van de eerste fase van Copernicus gestart worden. De volledige detaillering en uitwerking zullen zeker dit jaar in beslag nemen.
Locatie Chemelot
Chemelot is de naam van het grote chemische industriecomplex rondom het kruispunt van A2 en A76 in Geleen. Ook de haven in Stein is onderdeel van de Chemelot-locatie. Het Chemelot-industriecomplex is één van de grootste aaneengesloten bedrijfslocaties in Nederland. De locatie is circa 800 hectare groot. Op de Chemelot-locatie bevinden zich ongeveer zestig chemische fabrieken en installaties. Daarnaast zijn er vele gebouwen in gebruik als kantoren, laboratoria, loodsen en werkplaatsen. De fabrieken, installaties en overige gebouwen zijn voor het merendeel eigendom van de gebruikers: de ondernemingen die op het complex zijn gehuisvest en opereren. De twee grootste gebruikers zijn DSM en Sabic. Verder is de campus van DSM Research op Chemelot gevestigd.
Bij DSM Limburg werken circa 5100 mensen, waarvan ongeveer 2400 op de locatie Chemelot in de productie en productieondersteunende diensten. Daarnaast werken op Chemelot nog eens ruim 2000 medewerkers in dienst van andere bedrijven.
