Lagendijk hoopt op meerderheid voor Kosovo-rapport
Brussel, 9 maart 2007 - De commissiee Buitenlandse Zaken van het Europees Parlement stemt maandag 12 maart over het Kosovo-rapport van GroenLinks-europarlementariër Joost Lagendijk. In zijn resolutie stelt Lagendijk voor dat de Europese Unie eensgezind de soevereiniteit (hij gebruikt de term 'supervised sovereignty') van Kosovo moet ondersteunen om garant te staan voor de rechten en veiligheid van minderheden en een succesvolle wederopbouw.
Een aantal europarlementariërs vrezen de reactie in Servië op een te duidelijke uitspraak over de toekomstige status van Kosovo, zoals Lagendijk eerder voorstelde. Om toch een meerderheid voor zijn rapport te krijgen, is hij aan een aantal bezwaren tegemoet gekomen.
Volgens Lagendijk is bijna iedereen in de buitenlandcommissie het eens over het einddoel, namelijk Kosovo als soevereine staat onder tijdelijk internationaal toezicht met een duidelijk EU-perspectief. Toch blijft het spannend of het uiteindelijke compromisvoorstel een meerderheid in het Europees Parlement krijgt.
Tijdens de stemming in de buitenlandcommissie is vooral de beslissing over het compromisvoorstel voor de eerste twee paragrafen* van de resolutie van belang. Deze paragrafen plaatsen de resolutie in de juiste context en geven aan wat volgens Lagendijk de enige mogelijke weg is naar een stabiel en voorspoedig Kosovo, namelijk 'supervised sovereignty'.
Lagendijk: 'Een supervised sovereignty voor Kosovo is de enige manier om de belangen en veiligheid van de Servische bevolking te beschermen. Met een duidelijke uitspraak door de Europese volksvertegenwoordiging kunnen we de EU-lidstaten aansporen om hun eensgezindheid in de kwestie Kosovo te bewaren".
Op 28 maart stemt het Europees Parlement plenair over het Kosovo-rapport.

1. Supports the UN-led process to determine the final status of Kosovo and the efforts to establish a viable framework that guarantees stability and protection for all the communities in Kosovo and long-term, self-sustaining economic and social development; endorses Mr Mr Ahtisaari's Comprehensive Proposal for a Kosovo Status Settlement and takes the view that sovereignty supervised by the international community is the best option for securing those objectives; on this basis expects the UN Security Council to adopt swiftly a new resolution replacing Resolution 1244.
COMPROMISE 2

2. Takes the view that the only sustainable settlement for Kosovo, is one which:
- grants Kosovo access to international financial organisations and thus allows it to start its economic recovery and create the conditions for employment creation;
- foresees an international presence in order to maintain the multi-ethnic character of Kosovo and to safeguard the interests and security of the Serb and Roma populations and of other ethnic communities;
- provides international support in order to secure the development of effective, self-sustaining institutions for the entire population of Kosovo, operating in accordance with the rule of law and the basic ground-rules of democracy;
- allows Kosovo to achieve its desire to be integrated in Europe, which in time will lead it to establish relations of mutual interdependence with its neighbours.
