Persbericht: Peking boycot Amerikaans televisiestation New Tang Dynasty TV
In navolging van de reportage van Verslaggevers Zonder Grenzen waarin beschreven werd hoe het Amerikaans televisiestation NTDTV werd lastig gevallen door Peking, hebben we exclusieve documenten ontvangen die hier dieper op ingaan. Nadat wij deze bestudeerd hebben, komen wij tot de conclusie dat deze bemoeienis vanuit Peking, die zeer intimiderend van aard blijkt te zijn, voort komt uit het feit dat dit televisiestation opgericht is door beoefenaars van Falun Gong en in sommige van haar uitzendingen aandacht besteed aan de vervolging van Falun Gong en Peking op haar beurt doet alles wat in haar macht ligt om de waarheid over de werkelijke situatie in China voor de wereld verborgen te houden.
In recente gesprekken heeft de top in China beweerd dat de mensenrechtensituatie in China sterk verbeterd zou zijn. De vraag rijst waarom zij alles op alles stellen om de beelden die dit station uitzendt te blokkeren. Het antwoord zou wel eens kunnen zijn dat de situatie niet zo prijzenswaardig is als China wil doen vermoeden. Het wordt de hoogste tijd voor een volgend gesprek tussen de heren Balkenende en Hu Jintao.

The cases collected here relate to the U.S.-registered non-profit media company, New Tang Dynasty TV, NTDTV . Since the inception of NTDTV in 2002, we have seen a steady increase in interference, pressure, and harassment that now constitutes a real obstacle to doing business. The cases include Chinese government officials preventing NTDTV from covering public US-China events in the United States, harassing advertisers and supporters, blocking NTDTV program acquisition, threatening potential business partners, and undercutting NTDTV s efforts to expand its broadcast coverage. A partial compilation includes hundreds of such cases in New York, Washington, Houston, Boston, Philadelphia, New Jersey, Los Angeles, Rockville/MD, Fairfax/VA, Sydney/Australia, Toronto/Canada, Geneva/Switzerland, and Kuala Lumpur/ Malaysia among other locations.
Interference with Reporting
Attempt to Block NTDTV s Coverage of U.N. Human Rights Commission
In March 2003, following the normal procedure, NTDTV applied for press accreditation to cover U.N. Human Rights Commission s annual proceedings held in Geneva. The application was first denied by U.N. s Geneva press office for the reason that NTDTV is a nonprofit organization. However, NTDTV is accredited at U.N. headquarters in New York and its non-profit status has never been a problem. Upon repeated inquiry to both the U.N. s Geneva and New York offices, NTDTV learned that the reason for this denial was pressure from the Chinese . Finally, facing an outcry of protest, NTDTV s accreditation was granted by Mr. Shashi Tharoor, U.N. Under-Secretary General for Communications and Public Information in New York.
Denial of Access to U.S.-China White House Joint Press Conference
During the visit of Chinese Premier Wen Jiabao to the U.S., a staff member of the Chinese Embassy pressured White House guards to block the entrance of reporters from NTDTV to a U.S.-China joint press conference on December 9, 2003. As a result, NTDTV was not able to cover the event.
NTDTV Reporter Blocked from Covering City of Philadelphia Gala
The Philadelphia Inquirer reported on Feb 16, 2004: The head of the Global Chinese Alliance for the Unification of China, Temple University math professor John Chen, had tried to block Sun and her cameraman at the event entrance. This event was a gala organized by the City of Philadelphia to promote a convention with 400 Chinese companies. The pro-China group leader John Chen discriminated against the NTDTV reporter because she was a Falun Gong practitioner. NTDTV was prevented from reporting the event.
Chief Chinese Consul in New York Pressures Cancellation of NTDTV Interview
On December 10, 2002 in New Jersey, NTDTV reporters Hui Xu and Tao Song went to the home of a famous Chinese artist in New Jersey for a scheduled interview. The interviewee received some phone calls during the interview. The next day, the interviewee called Hui Xu back and asked for the interview not to be run. She told the NTDTV reporter that the Chinese Chief Consul in New York called her the same morning and pressured her to consider the consequences of the interview.
Reporters Blocked From Covering Anti-SARS Benefit Concert in Sudbury, Massachusetts
The Boston Globe reported in early August 2003, that two New Tang Dynasty Television reporters filed a complaint with the Massachusetts Commission Against Discrimination, charging the Chinese Government organizers had not allowed them to cover an anti-SARS benefit concert in Sudbury, an event attended by the Chinese Consul General from New York. Chinese Los Angeles Consulate Distributed Materials Defaming NTDTV
A Chinese Consulate distributed defamatory materials to deter supporters of NTDTV s Inaugural New Year Global Gala. Zhou Xiaomei, Consul for Political & Press Affairs in the Chinese Consulate in Los Angeles, sent many letters to university professors in January 2004, attacking NTDTV as anti-humanity and an evil cult trying to undermine the development of Sino-American relations. The letter warned recipients not to support or endorse the Gala or NTDTV in any way. (A copy of the letter is attached). This letter is typical of many such written and verbal communications against NTDTV from Chinese diplomatic officials in the U.S. and elsewhere.
Chinese Embassy Pressed Congressional Offices Not to Attend NTDTV Washington Gala
Staff members at many Congressional offices informed NTDTV that a Dr. Lu from the Chinese Embassy in Washington called and pressed them not to attend the NTDTV Washington DC Gala Finale at Kennedy Center in February 2004. The Chinese Embassy also intensely pressured the Kennedy Center to cancel the event.
Performers of NYC Gala Threatened
The Cao Baoan Performance Group wanted to do the monkey dance for the NTDTV Gala in New York City in January 2004. Yet the group did not perform at the Gala. The reason was that most of members in Cao s Performance Group are working in Chinatown. All of them have family or relatives in China and need to go back to visit China, so they dared not perform for NTDTV s Gala.
Interference with Broadcast Programs
NTDTV Gala Replaced by CCTV Gala on Cable
In January 2004, WSTV Channel 56 (MHz Network public access international channel) in Fairfax, Virginia and NTDTV made an agreement to broadcast the NTDTV New Year Gala program starting from midnight of January 24th. At midnight on January 24th, viewers found that instead of the New Year Gala, Channel 56 was broadcasting an old talk show program of NTDTV. Then at 1:00 am, the station broadcast CCTV s (China Central Television) spring festival gala program.
According to Mr. Weiming Liu, the head of WSTV, he himself copied the NTDTV Gala program into MHz tapes, then left written instructions for a Chinese-American staffer to broadcast at the agreed time. This staffer, who has close ties to the Chinese authorities, changed the tapes.
Compiler s note: the total number of occurrences of such interference cases far exceeds the number listed here. NTDTV supports freedom of expression in China and among overseas Chinese, and reports truthfully about the persecution of Falun Gong, the anti-subversion law in Hong Kong, SARS and other information that the PRC tries hard to cover up.
NTDTV Background Story
NTDTV was founded by a group of FLG practitioners (who are of course professionals and businessmen of all fields). The reason FLG practitioners founded a secular TV rather than a FLG TV was that through the persecution they and their friends/relatives suffered, through the persecution of Christian family church members, political dissidents, labor and democratic movements they witnessed, they realized that the persecution of FLG is not just a FLG issue. It is part of a bigger issue of lacking human rights, freedom and rule of law in China. The regime has tried to single out FLG to justify the persecution. But it is not, the regime persecutes any one that it does not like. They also realized through the smear campaign the Chinese regime launched to demonize FLG and the hatred stirred up among Chinese communities all around the world, and through joyful reactions among some Chinese even some Chinese Americans after the 9/11 incident, that again the defamation campaign against FLG (the extension of the persecution to overseas) was not just a FLG issue, rather, it is par of a bigger issue of lacking free press, free flow of information in the Chinese language media world wide because of the regime s dominance. Thus, the group of FLG practitioners took the initiative, set to provide accurate, timely and objective information to inform, inspire and enrich Chinese people worldwide, and to assist Chinese people to assimilate into international and mainstream communities as their mission, held universal values as their principle, and launched NTDTV in a very short time. In the course of growing and developing, they have been striving to do independent, objective and fair reporting and reach higher and higher standard of professionalism and journalism. Their efforts have drawn support from Chinese communities and other concerned Americans . Since its inception, more and more non-FLG people have appeared on NTDTV s shows, have produced shows for NTDTV, and an advisory board has been formed with former diplomats, media experts and think tank scholars, all of whom are not related to FLG.
FLG itself is nothing but a group of loosely connected people who practice FLG, which in a nutshell, is about improving health and be a good person. We would call it a spiritual practice rather than spiritual movement because it doesn t have any agenda or motive (so where comes movement?). FLG is not even an organization, nor dose it has any offices and money. So NTDTV is not connected with FLG organization wise or financially.
NTDTV s financial support has been all from individual donations. Many checks come in the amounts of hundreds, some thousands, and a few in the amount over 10 thousands. NTDTV has also been relying heavily on volunteers and operating on a very tight budget. It s first year s budget was $800K, the second year was about $1.5million, and the third year was projected to be about $2million.

Chinese autoriteiten oefenen druk uit op Frankrijk
Autoriteiten in Peking hebben het in New York gevestigde televisiestation New Tang Dynasty TV (NTDTV) sinds haar oprichting in februari 2002 lastig gevallen om zeker te stellen dat China haar greep op de Chineestalige elektronische media blijft behouden.
NTDTV s contract met satelliet operator New Skies Satellites (NSS) voor uitzending in Azië is onlangs beëindigd na aanhoudende financiële en politieke druk van Peking. NTDTV is nu verder gegaan met uitzenden in China en Azië via Eutelsat s W-5 satelliet die Azië dekt.
China heeft getoond bereid te zijn tot de meest verwerpelijke methodes toe te grijpen om haar monopolie te beschermen, inclusief bedreigingen, politieke en financiële druk en omkoping. Helaas hebben enkele Westerse telecombedrijven toegegeven aan de Chinese druk, en de uitzendingen, die het monopolie van de Chinese communistische partij over de luchtgolven uitdagen, stopgezet.
Verslaggevers Zonder Grenzen vrezen dat Peking de druk aan zal houden, met name tegen Eutelsat, het Franse regelgevende uitzendagentschap (CSA) en de Franse regering, volgend op het voortzetten van NTDTV s uitzendingen in China en de recente inhuldiging van het kanaal op de Hotbird satelliet in Europa en het Midden Oosten.
De in Nederland gebaseerde satelliet operator NSS, is voor het eerst begonnen met het uitzenden van het kanaal op het open signaal naar Azië op 1 juli 2003. Maar slechts 3 dagen na de start van de uitzendingen, versleutelde NSS het signaal waardoor Chinese satelliet eigenaars werd verhinderd het kanaal te bekijken.
Die beslissing was genomen volgend op bedreigingen van financiële represailles tegen vertegenwoordigers van het bedrijf in Peking. In januari 2004 werd de druk opgeschroefd om zeker te stellen dat NTDTV volledig buitengesloten zou zijn van de NSS-6 Azië satelliet uitzendingen. Het management van NTDTV heeft NSS vele keren verzocht de open signaal uitzendingen te hervatten, maar dit werd geweigerd, en op 1 mei 2004 werd de NTDTV uitzending naar Azië beëindigd.
Peking beschuldigt NTDTV ervan tot de verbannen Falun Gong beweging te behoren, die zij als sekte beschouwt. Vele van vrijwilligers van het kanaal zijn inderdaad Falun Gong aanhangers, maar NTDTV biedt een ruime keus aan programma s aan, in het bijzonder nieuwsprogramma s die in scherp contrast staan met de propaganda op CCTV, de Chinese staatstelevisie.
NTDTV vertelde Verslaggevers Zonder Grenzen dat andere bedrijven geweigerd hadden het kanaal uit te zenden of het op hun satellieten onder te brengen uit angst voor Chinese represailles. Aan het begin van 2004, annuleerde de Filippijnse satelliet operator Mabuhay de plannen om een speciale Chinese Nieuwjaarsuitzending uit te zenden na bedreigingen van de Chinese ambassadeur in Manilla. PanAmSat, die de Chinese staatstelevisiezender CCTV draagt op vele van haar satelliet platformen wereldwijd, weigerde eveneens NTDTV uit te zenden.
Via CCTV, zendt Peking uit op 30 verschillende satelliet platformen wereldwijd, terwijl 6 voldoende is voor een dekking van 99% van de wereldbevolking zeker te stellen.
Deze massieve aanwezigheid staat de regering toe de operators om te kopen. In 2002 verliet CCTV de TaiPei International operator omdat die besloot NTDTV te accepteren. De staatszender tekende een nieuw contract na de verwijdering van NTDTV. In februari 2003 kwam, Atlanta ADTH, een operator uit de Verenigde Staten, terug op een principeovereenkomst om NTDTV te dragen, uit angst de contracten met de Chinese kanalen te verliezen.
Sinds1 mei 2004 is NTDTV wederom bereikbaar voor satelliet schotelbezitters in China, dankzij de uitzending op de W-5 satelliet van de Parijs gebaseerde Eutelsat. NTDTV is nu vrij toegankelijk voor meer dan 200 miljoen satelliet kijkers wereldwijd. Het kanaal werd in april goedgekeurd door het Franse Superior Audiovisual Council (CSA).
Verslaggevers Zonder Grenzen vrezen dat de CSA en de Franse regering onder publieke druk komen te staan van China voor deze licentie beslissing. Bovendien is Eutelsat legaal verplicht het principe van gelijke toegang na te komen, pluralisme en anti-discriminatie volgens Artikel 3 van de Conventie dat dit bedrijf stuurt onder de Franse wet. Buiten het leunen op telecommunicatie operators, hebben Chinese autoriteiten diverse malen verhinderd dat NTDTV journalisten hun werk konden uitvoeren. Haar verslaggevers werden toegang geweigerd tot publieke evenementen en persconferenties in de Verenigde Staten en Europa onder druk van Chinese functionarissen.
Verslaggevers Zonder Grenzen verdedigen gevangengenomen journalisten en persvrijheid in de hele wereld, evenals het recht om het publiek te informeren en geïnformeerd te worden, in overeenstemming met Artikel 19 van de Universele Declaratie van de Rechten van de Mens. Verslaggevers Zonder Grenzen heeft 9 nationale secties (in Oostenrijk, België, Frankrijk, Duitsland, Italië, Spanje, Zweden, Zwitserland en het Verenigd Koninkrijk), vertegenwoordigers in Abidjan, Bangkok, Buenos Aires, Istanbul, Montreal, Moskou, New York, Tokio en Washington en meer dan honderd correspondenten wereldwijd.
