Tijdens het algemeen overleg op 21 april jl. - - (TK 28810, nr. 5) heb ik toegezegd te laten uitzoeken waarom het OCW seminar over de rol en functie van bibliotheken in het kader van het Nederlandse voorzitterschap van de Raad van Europa is doorgegaan, alsmede wat de resultaten daarvan waren.
De kanttekeningen van de Kamer in het algemeen overleg van 11 september 2003 (TK 28810, nr. 2) bij het voorzitterschapprogramma en in het bijzonder bij het voorgenomen OCW seminar over de rol en functie van bibliotheken zijn aanleiding geweest voor het opnieuw bezien van het programma in algemene zin en meer specifiek van de daarin opgenomen activiteiten. In de eerste plaats heeft dit geresulteerd in aanscherping van de prioriteiten. Dit is tot uitdrukking gekomen in de brief aan de Kamer over
het voorzitterschap van 3 november 2003 (TK 28810, nr. 3). In dit verband is ook opnieuw gekeken naar de voorgenomen conferentie over de functie en vormgeving van de openbare bibliotheek, een onderwerp dat mede in het licht staat van het nationale traject bibliotheekvernieuwing. Bibliotheekvernieuwing is een prioriteit van het kabinet Balkenende II dat hiervoor nieuwe intensiveringsgelden beschikbaar heeft gesteld.
Besloten is de conferentie te laten doorgaan als een van de onderdelen van de prioriteit die Nederland tijdens het voorzitterschap wilde geven aan het thema 'Integratie en Sociale Cohesie'. Een belangrijke overweging hierbij was dat openbare bibliotheken bij uitstek een voorziening ten dienste van de burger vormen. De beoogde conferentie lag in het verlengde van deze dienstverlening: het verbeteren en (nog) aantrekkelijker maken van de openbare bibliotheek als publieke voorziening door:
a. internationale uitwisseling van kennis en ervaring om duurzame openbare bibliotheekfaciliteiten aan te bieden die tegemoet komen aan de behoefte van de burgers in de 21e eeuw en
b. het bevorderen van internationale samenwerking op het gebied van bibliotheekontwerp en bibliotheekinrichting (functioneel en fysiek).
Het onderwerp van de conferentie, die de titel kreeg 'Creating Public Paradise', was de relatie tussen functie en vormgeving. Indien de openbare bibliotheek als publieke voorziening (informatief, educatief, sociaal-cultureel) ook daadwerkelijk voor iedereen toegankelijk en vanzelfsprekend moet zijn, dan moet het gebouw hierop optimaal zijn afgestemd en ingericht (uitnodigend, transparant, functiespecifieke indeling).
De conferentie leverde een aantal aanbevelingen op die via het ambtelijk orgaan van de Raad van Europa (CD Cult) aan het Comité van Ministers zullen worden doorgeleid (bijgevoegd in bijlage).
In algemene zin kan worden gesteld dat de bijeenkomst openbare bibliotheken niet alleen beschouwt als belangrijke instrumenten voor handhaving van het culturele erfgoed, maar ook als instrumenten voor de overdracht van kennis en de ontwikkeling van het gevoel van burgerschap bij de bevolking.
De bijeenkomst heeft bijgedragen tot de totstandkoming van nuttige contacten tussen openbare bibliotheken in Europa. Een internationaal netwerk van openbare bibliotheken biedt de Europese burger mogelijkheden tot kennisname van en kennismaking met elkaars cultuur. Het is tegen deze achtergrond dat mag worden vastgesteld dat de bijeenkomst terecht een plaats heeft gekregen in het prioritaire thema 'Integratie en Sociale Cohesie' van het Nederlandse voorzitterschap van het Comité van Ministers
van de Raad van Europa. In dit verband bood de gezamenlijke deelname van bibliotheekprofessionals en ambtenaren bij uitstek gelegenheid om het internationaal politieke draagvlak voor bibliotheekvernieuwing te vergroten.
Graag - bied ik u, mede namens mijn collega van Onderwijs, Cultuur en Wetenschap, hierbij- de bevindingen aan.

Conference 'Creating Public Paradise', Building public libraries in the 21st century, The Hague, 18-19 March 2004
Recommendations to the Council of Europe
as established at the conference on March 18th 2004.
On 18 and 19 March 2004 representatives from governments - all experts in the field - together with professionals from the library fieldfrom all over Europe gathered in The Hague for the conference 'Creating Public Paradise', to discuss the conditions of public library building in Europe. The aim was twofold: 1) to exchange views on the opportunities for creating sustainable public library buildings, which meet the changing needs of citizens in the 21st century; and 2) to promote international
co-operation in finding solutions for building public libraries throughout Europe.
In preparation of the meeting, participants submitted national data on the state of the art in public library building in their respective countries.
Based on these data and on the exchange of views during the conference, the conference participants agreed at the end of their meeting on the following principles:
- Public libraries are valuable and indispensable institutions for providing democratic access to information for everyone.
- Public libraries are spaces for all they form an integral part of the community in its full diversity.
- Public libraries are centres for preserving, activating and enjoying cultural heritage. They are centres for lifelong learning. They provide people of all ages with information, ideas and materials for learning, widening their horizons, enhancing their abilities and skills as citizens, extending their knowledge and cultural taste.
- Public library buildings serve the needs of the users for a safe, neutral and inspiring environment.
- Public library buildings are subservient to the need of public libraries for co-operation with other educational, cultural and social institutions and organisations. In this framework the experts recommend that national and local governments in co-operation with representatives of the library sectorwork towards a well-founded policy for public library building in Europe, which will be beneficial to all citizens in Europe.
On a national level this can be done by:
· strengthening co-operation and dialogue between government, libraries and architects to create sustainable public library buildings.
· facilitating investment and maintenance of indispensable infrastructure and innovations for public information and library services from adequate buildings.
· supporting the inclusion of librarians and their expertise in conceptualising, building and constructing modern public library buildings;
· in recognition of the increasing demands from their users, reshaping the function of public libraries. In the hybrid library, traditional as well as digital sources should be offered;
· supporting the inclusion of public libraries as important public spaces in new city planning and development;
· supporting the inclusion of citizens' consultation (also by children and young people) in the building process of public libraries;
· promoting that library services are included in basic services in rural areas;
· encouraging mutual co-operation between public libraries and public and other services through creative use of spaces.
On the intergovernmental level this can be done by:
· promoting international standards (such as developed by IFLA and other professional organisations);
· enhancing compatibility and networking to facilitate international exchange and services and in so doing create sustainable public library buildings, which can serve the European population as a whole;
· creating opportunities for architects and designers to include public libraries in their international studies, education and professional development;
· stimulating international co-operation by gathering and distributing examples of best practices.
