De selectie lange films van het 37e International Film Festival Rotterdam omvat vijftig wereldpremières, dertig internationale premières en vijfentwintig Europese premières. Deze premières zijn onder meer afkomstig van internationale sales agenten als Fortissimo, Memento, Wide Management, Trust, Match Factory en het recent opgerichte Elle Driver.
Het Hubert Bals Fonds van het IFFR voegt een oogst van tweeëntwintig nieuwe films toe aan het festivalprogramma. Deze komen in aanmerking voor de nieuwe Dioraphte Award (10.000 Euro) voor een van de geselecteerde Hubert Bals Fonds-films.
Het Hubert Bals Fonds presenteert een aanlokkelijke oogst van tweeëntwintig films, waaronder negen wereldpremières. Het festival opent met Cordero de Dios (Lamb of God) van Lucía Cedrón (Argentinië), een van de vijf HBF-films in de VPRO Tiger Awards Competitie. In andere secties zijn de wereldpremières te vinden van het Braziliaanse speelfilmdebuut End of the Line van Gustavo Steinberg en My Marlon and Brando van Hüseyin Karabey uit Turkije, eerder een CineMart Project. Beide films werden door het fonds geholpen in de scenario- en postproductiefases. De Zuidafrikaanse filmmaker Darrell James Roodt presenteert de wereldpremière van Zimbabwe, een actueel drama over illegale arbeidsmigratie vanuit Zimbabwe naar Zuid-Afrika.
De nieuwe Dioraphte Award zal worden uitgereikt aan een Hubert Bals Fonds-film in de festivalselectie. Bij de prijs hoort een bedrag van 10.000 Euro. De jury die de film kiest bestaat uit Marianne Bhalotra (Nederland, voormalige Hubert Bals Fonds manager), Amra Baksic Camo (Bosnië, programmamanager van Cinelink, Sarajevo Film Festival) en de Maleisische filmmaker Ho Yuhang (Sanctuary Tiger Awards Competition 2005 en As I lay Dying Tiger Awards Competition for Short Films 2008).
Omdat het IFFR zich richt op actieve ondersteuning en introductie van talentvolle jonge filmmakers, is het merendeel van de wereldpremières te vinden in de VPRO Tiger Awards Competitie en in de secties Sturm und Drang en Time & Tide.
Internationale sales agenten die recent aangekochte films in Rotterdam vertonen zijn Elle Driver, die het Braziliaanse succes Estômago - A Gastronomic Story van Marcos Jorge (Brazilië) presenteert; Wide Management brengt de documentaire Recycle van de Jordaans/Palestijnse filmmaker Mahmoud al Massad; Match Factory presenteert de internationale première van The Heart is a Dark Forest, een prachtig geacteerd filmdrama van filmmaker en actrice Nicolette Krebitz (Duitsland). Fortissimo biedt Srdjan Vuletic' It's hard to be nice aan, het vervolg op zijn debuut en Tiger Award-winaar Summer in the Golden Valley.
In de VPRO Tiger Awards Competitie presenteert Trust Go with Peace Jamil (Omar Shargawi, Denemarken) en Memento Films uit Parijs Wonderful Town (Aditya Assarat, Thailand) en Eat for this is My Body (Michelange Quay, Frankrijk/Haïti).
Verder zijn wereldpremières te vinden in andere festivalsecties zoals de videoinstallatie Crude Oil van Wang Bing (China), een 840 minuten durende impressie van de olieindustrie in de Gobi-woestijn. De installatie maakt deel uit van de tentoonstelling 'New Dragon Inns'. In de festivalsectie Rotterdämmerung, brengt filmmaker Paul Krik uit New York zijn Able Danger, een satirische film noir rond 9/11-complottheoriën. Uit Zweden komt Let the Right One In van Tomas Alfredson gebaseerd op de bestseller van John Ajvide Lindqvist. In de sectie Kings & Aces gaat nieuw werk in wereldpremière van Michael Pilz (A Prima Vista), Jon Jost (Over Here), Stephen Dwoskin (The Sun and the Moon) en Garin Nugroho (Teak Leaves at the Temples).

Profiel van het Hubert Bals Fonds
Het Hubert Bals Fonds is evenals de CineMart, onderdeel van het International Film Festival Rotterdam. Het 37e IFFR heeft plaats van 23 januari tot en met 3 februari 2008. Het laatste nieuws over het IFFR, het Hubert Bals Fonds en de CineMart is het gehele jaar door te vinden op www.filmfestivalrotterdam.com.
Het Hubert Bals Fonds is opgericht met het doel om hulp te bieden bij de realisatie van opmerkelijke of belangrijke speelfilms en lange, creatieve documentaires van vernieuwende en getalenteerde filmmakers uit ontwikkelingslanden. Het Hubert Bals Fonds geeft bijdragen die vaak een cruciale rol blijken te spelen om de filmprojecten inderdaad te kunnen gaan maken. Hoewel het fonds nadrukkelijk de financiele aspecten van een project beziet, blijven de inhoud en de artistieke waarde van doorslaggevende betekenis. Sinds de oprichting van het fonds in 1988 (vernoemd naar IFFR oprichter en directeur Huub Bals), hebben rond de zevenhonderd projecten uit Azië, het Midden-Oosten, Oost-Europa, Afrika en Latijns-Amerika een bijdrage ontvangen. Ongeveer 80% van deze projecten zijn gerealiseerd of zijn momenteel in productie. Jaarlijks vertoont het IFFR de recent voltooide films in het festivalprogramma.
Het Hubert Bals Fonds wordt ondersteund door het Ministerie van Buitenlandse Zaken, het HIVOS-NCDO Cultuurfonds, Stichting DOEN, Dioraphte en de NPS.
Bijdragen en selectieronden
Ieder jaar heeft het HBF ongeveer ¤ 1,2 miljoen tot zijn beschikking. Hiermee is het fonds in staat om individuele bijdragen toe te kennen van maximaal ¤ 10.000 voor scenario-ontwikkeling,
¤ 20.000 voor digitale productie en ¤ 30.000 voor postproductie. De selectieronden voor bijdragen vinden twee maal per jaar plaats. De deadlines voor het aanvragen van bijdragen zijn 1 maart en 1 augustus.
Training, workshops, de Hubert Bals Fonds Awards
Het Hubert Bals Fonds verleent bijdragen aan trainingsinitiatieven voor filmmakers enn voor locale en regionale filmdistributieprojecten in ontwikkelingslanden. In 2007 ondersteunde het fonds workshops in Ethiopië, De Filippijnen, Costa Rica en Oeganda. In Armenië, Indonesië en de Filippijnen neemt het fonds deel aan coproductiebijeenkomsten en kent daar aan het beste filmproject de Hubert Bals Fonds Award toe.
Hubert Bals Fonds-films in filmtheaters, op televisie en Tigeronline.nl
Sommige films die mede tot stand kwamen dankzij een Hubert Bals Fonds-bijdrage worden aangekocht door Nederlandse distributeurs of door het festival zelf uitgebracht in de filmtheaters. De NPS zendt Hubert Bals Fonds-films uit via het digitale televisiekanaal Cultura en in de serie 'Wereldcinema' op zaterdagavonden. Via de video-on-demand arthouse filmsite Tigeronline.nl, een initiatief van het IFFR, kunnen circa vijftig speelfilms (deels tot stand gekomen met een bijdrage van het Hubert Bals Fonds) voor een bedrag van ¤ 2,99 per film thuis bekeken kunnen worden.
