Bewoners ontvangen brief nav schietincidenten

De afgelopen weken ontvingen wij veel signalen van bewoners over het
geweld en de criminaliteit in ons stadsdeel. Velen van u maken zich
zorgen. We informeren u graag over wat er is gebeurd, wat wij, politie
en justitie doen én wat u zelf kunt doen.
Wat is er gebeurd?
Dit jaar vonden in ons stadsdeel 22 schietincidenten plaats, waarvan
drie met dodelijke afloop. Sindsdien zijn er verschillende maatregelen
genomen om deze schietincidenten op te lossen en meer geweld tegen te
gaan. Op uitnodiging van de stadsdeelraad bezochten op donderdag 15
oktober 2009 burgemeester Cohen, politiecommissaris Smit en officier
van justitie Rutgers de raadscommissie Middelen en Veiligheid. De
stadsdeelraad vroeg hen om informatie over de schietincidenten en de
maatregelen die politie en justitie hebben genomen, met name om het
wapenbezit terug te dringen. Dankzij intensief recherchewerk zijn
inmiddels meer dan 30 aanhoudingen verricht. Een aantal zaken wordt
nog actief onderzocht of is vooralsnog niet opgelost omdat de
slachtoffers weigeren mee te werken aan het onderzoek.
Uit onderzoek naar de oorzaken van de schietincidenten in Zuidoost
blijkt dat er een duidelijke relatie bestaat tussen daders en
slachtoffers. Dit betekent dat er tot nu toe geen sprake is van
willekeurig vuurwapengebruik, waarvan u direct het slachtoffer kunt
worden.
Wat doet de politie eraan?
De politie treedt hard op. Er is extra politie op straat. Er wordt
vaker preventief gefouilleerd en er is meer cameratoezicht. Politie en
justitie houden de komende tijd een groep van ongeveer zeventig
potentiële plegers van wapengeweld en een groep jongeren die overlast
veroorzaakt, extra in de gaten. De afgelopen weken zijn er door
rechercheonderzoek, preventief fouilleren én informatie van bewoners
onder andere vuurwapens en messen in beslag genomen. Naast het
tegengaan van wapenbezit blijft de politie actief in de strijd tegen
drugshandel, straatroof en andere vormen van criminaliteit.
Wat doet het stadsdeel eraan?
Het bestrijden van geweld en criminaliteit is belangrijk. Minstens zo
belangrijk is het om te voorkomen dat mensen in de criminaliteit
belanden. Wij zorgen ervoor dat iedereen een kans heeft op een goede
toekomst. Dat betekent een opleiding, een baan en een woning. Daar
doen we al veel aan. Maar dat kan beter: harder aanpakken van
schooluitval, hulp bij opvoeden, vergroten van kansen op werk en beter
leren omgaan met geld. Met Kansrijk Zuidoost bijvoorbeeld komen we bij
alle bewoners thuis. In een persoonlijk gesprek bespreken wij of de
bewoners hulp nodig hebben en verwijzen hen door naar passende
hulpverlening. Verder willen we de winkelcentra prettiger en veiliger
maken. Samen met ondernemers en eigenaren pakken we dat nog dit jaar
aan.
Wat kunt u doen?
Bij vragen over veiligheid kunt u contact opnemen met uw
buurtregisseur of de politie. Als geen ander weet u wat er in uw buurt
speelt. Wij roepen u op om melding te doen van wapenbezit, drugshandel
en ander crimineel gedrag. Dit kunt u doen via: 0900 8844 of bij Meld
Misdaad Anoniem: 0800 7000. En ziet u iemand lopen met een vuurwapen,
bel dan direct met 112.

Veel bewoners zetten zich al in voor hun buurt. Daar zijn we erg blij

It has come to our attention in recent weeks that many residents are
concerned about the crime and violence in our city district. Many of
you share this concern. As a result, we would like to bring you up to
date on what has been happening, as well as what we, the police and
judicial authorities are doing and what you can do personally as well.
What has been happening?
Our city district has been the scene of 22 shooting incidents this
year, three of which had fatal consequences. Since then, various
measures have been taken to resolve these kinds of incidents and to
combat violence. At the invitation of the city district council, Mayor
Cohen, assistant commissioner Smit and public prosecutor Rutgers met
with the Council Committee for Resources and Safety on Thursday,
15 October 2009. The city district council asked them for information
about the shooting incidents and the measures taken by the police and
judicial authorities, especially those aimed at curtailing the
possession of weapons. Thanks to intensive detective work, more than
30 arrests have been made to date. A number of cases are still under
active investigation or have not yet been resolved because the victims
are refusing to participate in the investigation.
Investigations into the causes for the shooting incidents in Zuidoost
have shown a clear relationship between the attackers and their
victims. This means that there has thus far not been any indication of
random use of firearms that could put you at risk of becoming a direct
victim.
What are the police doing about it?
The police are taking firm action: there is more visible policing on
the streets, and search-on-suspicion actions and camera surveillance
are being intensified. The police and judicial authorities will be
keeping a close watch on a group of some 70 potential perpetrators of
armed violence and a group of youths causing a public nuisance.
Criminal investigations and search-on-suspicion actions as well as
information supplied by residents have led to the confiscation of
items including firearms and knives in recent weeks. The police not
only clamp down on the possession of weapons, but also remain active
in the fight against drug trafficking, robberies and other forms of
crime.
What is the city district doing about it?
It is vital to combat crime and violence. It is equally important to
prevent people from ending up in criminal circles. We ensure that
everyone has a chance at a good future. This means an education, a job
and a home. We are already doing a great deal to this end, but there
is still room for improvement (e.g. taking firmer action against young
people dropping out of school, improving employment opportunities and
teaching people how to manage their finances). `Kansrijk Zuidoost' is
an example of a project where we make house calls to all local
residents. We hold personal consultations with these residents to
determine whether they need assistance, and then refer them to the
relevant welfare services if needed. We would also like to improve the
general ambience and safety of our shopping malls. The first steps
will be taken in partnership with the businesses and shop owners
before the end of the year.
What can you do?

liaison officer or the police. Of course, you probably know like no
other what is happening in your own neighbourhood. We therefore ask
you to come forward if you have any information on firearm possession,
drug trafficking or other criminal activities. You can do this by

for anonymous tips): 0800 7000. And if you notice someone carrying a
firearm, call 112 immediately.
