Market developments in passenger traffic by rail between 1991 and 2020

The rail sector, the planning bureaus CPB, RPB and MNP and the regional governments have different expectations as regards the future development of rail transport and the role that quality improvements will play. These expectations are not fully in keeping with the basic assumptions in the Dutch Mobility Policy Document (Nota Mobiliteit). The Minister of Transport, Public Works and Water Management therefore had a national market and capacity analysis carried out. This report deals with part of that analysis and answers questions such as: How has rail transport developed in recent years? How do we explain this development? What are the expectations for growth in transport between now and 2020? What is the basis for these expectations? By means of this report, KiM Netherlands Institute for Transport Policy Analysis hopes to contribute to the debate on the future of rail transport in the Netherlands.
